 this seems to be fixed now, at least for my use case.
 my hwdecode tests as described above are now working with no errors.

 i left the ticket status as-is, though, since i'm not the person who
 originally filed it.

 many thanks to whoever fixed this in one of the many commits since april
 2020 ...
