 Duplicate of my issue: #9469

 It is obvious since when you click on a vote it says:

 Failed to load resource: the server responded with a status of 500
 (Internal Server Error)

 The fix is admin must update trac resources: $ trac-admin /path/to/env
 deploy /deploy/path
