Comment:

 FYI, have been having issues using ffmpeg with my (Nvidia) GPU -
 specifically with hevc_nvenc. The workaround above (-extra_sei 0) also
 addresses my issue, so it seems this bug is still present. A few items,
 that may help,
 - I don't need the workaround with h264_nvenc
 - I can reproduce the issue with a (stored) TS file
 - I can (often) reproduce the issue with specific channels, streaming from
 my tuner card.
