 Oddly enough vcpkg does use GNU Make 4.3 and yet i am impacted by this
 issue. This fixes build for me. For a bit of context - i am building
 ffmpeg with emscripten and only this compiler produces this issue.
 Windows/linux builds surprisingly are fine.
