 Okay, first of all I immediatelly found a bug in Elecard in frame 80 on
 this sample. Does not happen in ffmpeg or in VQ Analyzer.


 Anyway, yes. The first B frame in the GOP (again, in coded order GOP
 begins with I frame, in presentation/display it is I frame) depends on P
 frame from the previous GOP, https://i.imgur.com/Y9tduBw.png


 Then I verified whether the non-IDR I frame is actually a recovery point,
 it is. exaqct_match 1 checks out.
