I'm almost 100% certain that the problem lies in the way DVB Viewer 
creates the MPEG-TS container. You'll have to find a way to create a 
MPEG-TS conformant file, or conformant file in an MKV or MP4 container. 
Otherwise no way to make any encoder, be it ffmpeg or mencoder or vlc 
that will do the job you need.
