[FFmpeg-user] Missing .lib Files Break "make install"

Hello,

Does anyone know why FFmpeg is forced to fail installing if the .lib 
files are not found on a Windows machine?

The .lib files are not needed to have a fully functioning FFmpeg, yet 
FFmpeg will fail to install if the .lib files are not made.

When cross compiling, it's a pain to install Wine, lib.exe, and C++ 
Redistributable files just to build unneeded .lib files.

The .lib files can be useful in a Windows setting, but they should not 
be required in order to install a successful FFmpeg build.
