[FFmpeg-user] Getting crazy with video conversion

I got a video file like:

Seems stream 0 codec frame rate differs from container frame rate:
47.95 (48000/1001) -> 23.98 (24000/1001)

I would like to get this video in English with an acceptable video quality.


Can someone tell me how to do it with ffmpeg please?
