[FFmpeg-user] ffmpeg choses variable framerate for 1080p video only

i run the exact command i specified, then change the resolution ONLY
to 1280x720 then inspect the video with mediainfo. the 720p video show
constant frame rate while the 1080p show variable frame rate.
also the 720p video will play on a ps3 while the 1080p video will not.
ONLY the resolution was changed in between.
