[FFmpeg-user] Need help on MPEG2 encoding.

Need help on MPEG2 encoding,

I do have source clips which have MPEG2 Video codec and AAC codec,
contained in .ts container format.
All i want to do is, the source clip which is about 30 Mbps in data rate to
be converted to 20 Mbps or lesser.

How can i do this, please help asap..
Or provide commands which could help in generation of such.
