Thanks for your help. That worked for scaling the image but I cant figure
out how to put into my existing  filter chain. Any ideas?

ffmpeg -i ./1080bars.mov -vf "scale=1728x864,pad=1920:1080:0:0:gray
movie='./thumbnail.jpg' [watermark]; [in][watermark]
\:\%{n}':x=(w)/1.2:y=(h)-50[out]" ./test1/test%06d.tiff
