[FFmpeg-user] Converting 23.98 to 59.94 comes up a frame short?

Hmm... I still seem to wind up a frame short, except the missing frame 
is at the end rather than the beginning - 29:23 only appears for 1 frame 
rather than 2.  But a cursory check seems to show the frame sequences 
prior are all consistent.
