[FFmpeg-user] APIs for packetization of video

Hi,
I want to know C/C++ API of ffmpeg which can packetize a video file for sending over network.
Packetization should include -

1.       Extract Packetized Elementary Streams (PES) from video.

2.       Convert PES to transport stream (TS)

I have scanned through ffmpeg documentation for weeks, but could not find anything helpful.
Please help me by providing some pointers about the APIs.
