"forfiles" is the wrong tool in this case. Also, just choosing .avi doesn't
mean uncompressed. You need to choose a codec or ffmpeg will choose for you.

Try something like this:

for %a in (c:\264s\*.264) do ffmpeg -f h264 -i %a -c:v ffv1 -vf
scale=704:480 -y c:\264s\%~na.avi
