Actually, my bad. Support is already integrated into ffmpeg. It appears
that, at the presence of the Media SDK (libmfx, mfx/mfxvideo.h), the
qsv encoders and decoders are built. You will need the Media SDK, and
you have to build ffmpeg yourself.
