[FFmpeg-user] When will ffmpeg use VP9 v1.5?

try to set it higher

when i build RPM packages on my 4-core HT machine inside a VM it's 
faster to use "%_smp_mflags -j10" instead just "%_smp_mflags -j8" or lower
