I think ffmpeg/ffprobe is just not capable of displaying the nominal
bitrate of the video streams in an MPEG-TS. It *seems* the info is
in it, because (*cough*) mediainfo shows it.

Whether that's a bug or shortcoming in ffmpeg I do not know.
