Just tried current git master, and, unfortunately, it's the same.
I've captured a video with cut source video and encoded webm with ffmpeg x11grab at 30000/1001 fps.
You can notice how smooth fade-in "Stanlee Presents" and "Stripperella" signs on source (right) video and how jerky it is on re-encoded webm (left). It's not
that jerky on my screen but that's because I've captured it 30000/1001 fps and source video is just in-sync while webm is more out of sync on a capture than on
a real screen.
