You are mistaken:

/tmp $ echo 'ffconcat version 1.0' > test 
/tmp $ echo 'file /dev/null' >> test     
/tmp $ ffprobe test 
[concat @ 0x21f45e0] Unsafe file name '/dev/null'
<snip banner>
test: Operation not permitted

It is detected but will only accept safe file paths.
