OK, I added "-ascent” to the y coordinate and that fixed the text juddering. Here is the final filter:
drawtext=fontsize=60:fontcolor=white:text='%{eif\:(n+0)/16\:d}+%{eif\:mod((n+0),16)\:d\:02d}':x=200:y=75-ascent
