[FFmpeg-user] Check a File if it complies with given settins

To be able to perfectly stream my files to the chromecast they need to meet
the following requirements

-maxrate 10000k -bufsize 30000k or less bufsize.

I don't want to reencode every movie. Is there a way to check if the
requirements are met by a file or not?
