[FFmpeg-user] ADPCM block size for XAudio

It means the Adpcm files generated by ffmpeg aren't usable with XAudio2.
XAudio2 is a low-level audio API provided by microsoft and part of windows
since Windows 7. Current version is XAudio2.9 in windows 10.
