Were did you install the x264 headers?

Iirc, Windows cannot support "--enable-shared --enable-static", you have
to decide what you want.
The combination "--disable-debug --disable-yasm" usually makes no sense:
Typically, you either want a debug binary without yasm or a non-debug
binary, then not using yasm is bad idea.
