[FFmpeg-user] PSNR measure

It would of course be possible for an application such as ffmpeg to produce a PSNR reading across its own encoding activity.

If you or your organisation are also responsible for generating the stream, the encoder may support an option for generating and displaying and/or logging quality metrics.
