No, FFmpeg cannot do that.

You may be able to achieve that with the vivid video driver:
https://www.kernel.org/doc/html/v4.12/media/v4l-drivers/vivid.html
and use ffmpeg to feed it, but I have not managed to get it to work. Not
a FFmpeg issue.
