Yes, it does.

Only under certain circumstances will ffmpeg refuse to make it
seekable, and treat it as a stream.

What did you try, what was the result? Have you tried using the
protocol's input option "seekable", and setting that to "1"?

It needs to advertise "Accept-Ranges".
