I just want to point out that although most technical forums and mailing
lists use the same set of rules, this is not true for the vast majority
of the internet. The user in question, I didn't read enough of this ML to
know who it is, probably is more familiar with other social circles and
systems.
A great example of this is discord. Even the tech "servers" there have
very fragmented rule sets.

So the guy is question probably has no idea that the (serious) tech
community has great commitment to truly necessary and easy to follow
rules.
