[FFmpeg-user] Turning JPEG dirty rect input into video output

Hello

I have a program which recieves JPEG dirty rects over the network which 
make up a framebuffer. These rects come in at an inconsistent rate. 
There could be (and frequently are) no rects for several minutes. I want 
to use ffmpeg to encode this into a 12fps WEBM video. Is it possible to 
do this with just ffmpeg?
