The answer is yes.
 You can build a simple RTSP server with VLC, and then play the stream with ffmpeg.

Dear Sir/Madam,
 
I wanted to know if the ffmpeg can be used as a client for any RTSP server other than ffserver. I want to use it to send RECORD to an RTSP server.
 Or is it that it can be used only with the ffserver ?
 
Also if you have details on how to accomplish this, it would be kind of you to share the same.
