Yes, I have reproduced with git head (as of 30 or 45 minutes ago).

It does not time out. Any ideas why that is? Is it maybe an option in the AVDictionary?

As for which change introduced it, I don't know; I downloaded and compiled the release tarballs from http://ffmpeg.org/releases/
