[Libav-user] Pixilation at every key frame (or so)

I’m doing x264 encoding, wrapped in flv, with ffmpeg and video_toolbox and I’m seeing the image get significantly poorer at the key frame interval.  I don’t know how to tell if its the actual key frame that’s bad or the frame before/after it, but it’s very consistent.  I’m sure it’s something I’m doing wrong but I don’t know what it is and any clues would be helpful.

Does anyone recognize this symptom?
