[FFmpeg-cvslog] doc/ffmpeg: fix -enc_time_base documentation

doc/ffmpeg: fix -enc_time_base documentation

Stop claiming the argument is always a floating point number, which
* confuses floating point and decimal numbers
* is not always true even accounting for the above point
