$ ffmpeg -i input -r 30000/1001 -qscale 2 out.ts

(To a certain degree, you are expected to have tried something 
before posting here, at least if your question is so trivial.)
I suspect you want to use some more / different output options 
but they are difficult for me to guess;-)
