One other thought considering your original problem (reducing delay), is 
to add a preroll= line to your ffserver.conf file or use the ?buffer= 
command when fetching the stream to work around any playback caching in 
whatever media player you're using to access the finished product.  If 
you're getting 7 seconds of delay, 5 of those might be the playback 
buffer (and have nothing to do with ffserver at all).  In which case 
preroll=5 might do the trick.
